Kim McCoy Wade, Director
Kim McCoy Wade is the Director of the California Department of Aging. She most recently served at the California Department of Social Services as the CalFresh & Nutrition Branch Chief, where she led the expansion of CalFresh food benefits to older adults and people with disabilities, as well as several data and technology initiatives, including the GetCalFresh mobile application. She previously served as a consultant to multiple health and human services non-profits and as Executive Director of the California Association of Food Banks. Earlier in her career, she worked in Washington, DC for the Children’s Defense Fund, Bread for the World, and Alliance for Justice. She is an alumna of NYU School of Law, Carleton College, and the Jesuit Volunteer Corps.

Genna Schofield works on the NASMHPD Technical Assistance and Communications team as a Senior TA & Communications Associate, providing a wide range of support and key communications to state behavioral health leadership and NASMHPD partners. She received a Bachelor’s degree in Human Services from the University of Delaware in 2014, and a Master of Public Health from The George Washington University in 2018. Her responsibilities for NASMHPD include: Editing the NASMHPD Update, which she recently transitioned to a digestible and informative e-news format; Participating in quarterly calls with state mental health authorities in the northeastern and midwestern states and chronicling their needs, successes, and challenges; and Facilitating appropriate technical assistance to help them meet their goals and work toward creating highly effective service delivery systems. As such, Genna has deep knowledge about the current status and needs of state mental health authority operations and state-run behavioral health services across the country. As part of her work on the NASMHPD Update, she is apprised of and effectively communicates relevant federal policy updates and breaking news in the behavioral health arena. She has her finger on the pulse of the array of organizations (both federal and private), resources, and opportunities exist and are most relevant to state mental health authority leadership. With a professional background in strategic communications as a former member of the Caring for Every Child’s Mental Health Campaign team, she has expertise in effectively communicating with both state behavioral health leadership and individuals served. She has experience with various audio/visual and web conferencing platforms and execution of virtual events, as well as web content management, online evaluation tools, and other critical software frequently used by the team. Her Masters in Public Health program included a wide range of coursework that is highly relevant to the work of the NASMHPD TA and Communications Team, including program planning and evaluation, mental health promotion, strategic health communications, leadership and systems-change theory, and public policy.

Paula Johnson is the Bureau Chief for the Harris County Area Agency on Aging (HCAAA), an agency imbedded within the Houston Health Department. The Agency is part of a nationwide network coordinating supportive services for the elderly as mandated by the Older Americans Act of 1965 and its subsequent amendments. With the Area Agency on Aging acting as an advocate, awareness of the needs of the elderly increases through services that assist the elderly and their families with options that promote independence, well-being and dignity. The HCAAA's programs are tailored to meet the social, nutritional, educational and logistical needs of all Harris County residents age 60 and above. Prior to her promotion, she served as a Senior Contract Administrator and Human Services Program Manager for the Care Transitions Program and Information, Referral and Assistance, and Benefits Counselors with the Agency. In 2015, Paula left the City of Houston to serve as a Public Health Analyst with the Centers for Disease Control and Prevention. She served as the Team Lead for the Ebola Policy Unit, Deputy Team Lead for Zika, and Acting Director for the Policy Unit for the Division of Emergency Operations. She is most proud of her 27-years served in the United States Army. Paula credits valuable mentorship and leadership opportunities as key to her success which was evident in her achieving the rank of Sergeant Major. Paula earned her Master’s in Public Health from American Military University and is a certified Project Management Professional. She resides in Fulshear, Texas with her husband Larry.

Joyce Pohlman, Director of the Texas Money Follows the Person (MFP) Demonstration
Joyce Pohlman currently serves as the Director of the Texas Money Follows the Person (MFP) Demonstration. In this capacity, she oversees initiatives that helps Texas rebalance its long-term services and supports system by increasing use of community-based services rather than institutional services. Prior to her work with MFP, Joyce was as a Senior Housing Policy Advisor for the Health and Human Services Commission Office of Mental Health Coordination, where she worked to expand community-based housing options for older adults and people with mental health conditions and/or substance use histories. In this role, Joyce led the development of a statewide Housing Choice Plan that outlines gaps in housing options for persons with disabilities and makes recommendations to address those gaps. Joyce has also worked as Medicaid policy specialist in Texas, where she focused on parity, court ordered services and implementation of alternative payment models in certified community behavioral health centers. In total, Joyce has over 20 years of experience in the areas of homeless services, housing and health and human services.
