Performance Measurement

Quantifiable process and outcome measures are critical to ongoing quality monitoring and program improvement. A performance measurement system includes three key elements: (1) a set of performance measures; (2) standards for each measure; and (3) a method to aggregate performance across measures to create an overall assessment. Mission Analytics Group offers expertise in developing appropriate performance measures as part of evaluation design and for program monitoring. Examples of performance measurement tasks we have completed include:

  • Developing performance measures for grantees in the San Francisco Violence Prevention and Intervention Initiative;

  • Calculating geographic access to care measures for Medicaid managed care plans for the California Department of Managed Health Care and Medicare Part D plans for the Centers for Medicare & Medicaid Services (CMS);

  • Tracking performance measures for the San Mateo County Local Child Care Subsidy Pilot;

  • Developing state and grantee specific data completeness measures for the HIV/AIDS Bureau at the Health Resources and Services Administration and providing technical assistance to states as they submit their data CMS.
