Analysis of state efforts to comply with Fair Labor Standards Act protections to home care workers (2020)

Project Name: Implementation Analysis of the Fair Labor Standards Act Home Care Rule
In 2016-18, Mission Analytics conducted a preliminary analysis of the steps states have taken to comply with the Department of Labor’s Home Care Rule, whether to set aside additional funds in their program budgets; to cap hours so that homecare workers do not accrue overtime; or to pursue other strategies. Mission Analytics and ASPE published a report to summarize these early implementation activities and provides perspectives from various stakeholder groups.
The Future of Medicaid Administrative Claiming at Colorado Centers for Independent Living (2019)
Client: Colorado Department of Health Care Policy and Financing (HCPF)
Project Name: Assessing Whether Colorado Centers for Independent Living Can Claim a Share of Their Activities for Medicaid Claiming
In 2019, Mission Analytics assessed whether and how the Colorado’s Centers for Independent Living (CILs) submit their administrative expenses to claim reimbursement for the share of those activities that benefit current Medicaid beneficiaries, individuals who have applied for Medicaid but have not yet been determined eligible, and those who may be eligible. Data collection included a survey, in-person and virtual focus groups, and one-on-one interviews with CILs. In our final report, we recommended a set of steps the Medicaid agency could take to partner with the Colorado Department of Labor & Employment, as well as with individual CILs, to make Medicaid administrative claiming easier.
Estimating the Cost Impacts of Certain Policy Changes on Adopting Community First Choice (CFC) in Colorado (2016)

Project Name: Waiver Modernization Manager for the Colorado Department of Health Care Policy and Financing
In 2013-14, Mission Analytics worked with the HCPF process to simply Colorado’s Medicaid-funded system of community-based LTSS while improving and access and controlling costs. As part of this project, Mission Analytics completed a feasibility analysis for implementing the Community First Choice (CFC) State Plan Option as a means to expand access to consumer-directed personal assistance services for Medicaid consumers who meet institutional level of care.
COMMUNITY LIVING ADVISORY GROUP REPORT: Final Recommendations (2014)

Project Name: Colorado Community Living Advisory Group: Report to Governor
In 2014, Mission Analytics worked with the Colorado Community Living Advisory Group (CLAG), chartered by the Governor to produce a series of recommendations for transforming the state's system of community-based long-term services and supports. Mission collaborated with the CLAG to synthesize the work of six subcommittees over two years. Mission drafted a report that summarized the Group's recommendations, and the report was delivered to the Governor by the deadline specified in his original Executive Order.

In 2013-14, Mission Analytics worked with the HCPF process to simply Colorado’s Medicaid-funded system of community-based LTSS while improving and access and controlling costs. Using input from a wide array of stakeholders, Mission Analytics drafted a "concept paper" for CMS that proposed specific changes to the state’s waiver system.
