Quality Improvement Technical Assistance Lead

We are looking for the right person to work with regional centers, direct service providers, state Medicaid and developmental disabilities agencies, and federal partners at the Centers for Medicare and Medicaid Services (CMS) on health, safety and quality of life for people with disabilities. The position will be funded about two-thirds through our work as the risk management and mitigation contractor for the California Department of Developmental Services (DDS) with additional support from our work for CMS on the Home and Community Based Services (HCBS) Settings Final Rule.

Responsibilities in the Area of Developmental Disabilities:

  • Identify process improvements and other intervention strategies that vendors can use to prevent abuse, neglect, medication errors and other incidents in long-term residential care, supported living services or day programs
    • Review special incident reports and work with data analysts to identify common issues and settings with higher than average incidents
    • Engage with quality assurance and clinical staff at California’s 21 regional centers on current strategies and innovative practices
    • Participate in site visits to vendors around California to assess processes
    • Conduct research on solutions identified in other states or settings
  • Develop tools and supporting materials to promote intervention strategies to regional centers and vendors
    • Vet draft tools with DDS and regional center staff
    • Develop roll-out/implementation plan for new tools
    • Present tools in webinars and in-person trainings
  • Draft web and newsletter content on health and safety topics for individuals with intellectual/developmental disabilities, their supporters and direct service providers
    • Develop written and visual materials for the DDSSafety.net website
    • Manage internal staff on content development process, editing and social media
    • Work with outside consultants on videos for web site
    • Help coordinate revamping and rebranding of website
    • Develop approach to vet content with self-advocates
    • Attend conferences to promote website and other project activities
  • Partner with research and analysis staff to guide and document project activities
  • Assist in tracking project deliverables

Responsibilities in the HCBS Settings:

  • Assist in reviewing State Transition Plans and other materials for compliance with the Final Rule
  • Identify best practices across states and common challenges in developing and implementing State Transition Plans
  • Develop technical assistance materials for webinars and web posting
  • Participate in site visits to States as needed

The position will also support other Mission Analytics projects in the area of Medicaid long-term supports and services and developmental and physical disabilities as needed. The candidate may also assist senior staff in proposal writing and other business development in these topic areas.

Required Qualifications:

  • Bachelor’s degree in social work, public administration, public policy, nursing or related human services field.  Graduate degree, such as Masters in Social Work, preferred
  • 4+ years in social services including experience in program management, quality assurance and/or resource development
  • Experience in interpreting and implementing state and federal regulations
  • Experience with agencies that support individuals with developmental disabilities, special needs or serious mental illness. 
  • Experience in child welfare, adult protective services, long-term care ombudsman highly desirable
  • Ability to work as part of a team with minimal supervision
  • Ability to serve as a bridge between researchers and practitioners
  • Ability to make presentations to stakeholders in person and by webinar
  • Ability to travel around California
  • Strong writing and verbal communication skills

This is a full-time position with benefits including medical, dental and vision insurance and company 401k contributions. Candidates are expected to work from our San Francisco office. We are open to less than 100% time, but 30 hours per week is required to receive health benefits. Starting salary $75,000 - $90,000 depending on experience. Candidates who do not meet all of the required qualifications may be considered for a more junior position.

Research Assistant/Programmer (Entry Level)

This position will focus in the areas of long-term care, developmental disabilities, HIV/AIDS, Medicaid/Medicare policy and child/youth and family services. The employee will work with an established team of researchers and analysts.

Responsibilities:

Statistical programming and numerical analysis (70%):

  • Clean and restructure large data sets using statistical software (e.g. Stata, SAS)
  • Perform quantitative research and analysis in statistical and visualization software (e.g. Tableau)
  • Create and maintain Excel tools for automated data analysis
  • Provide technical assistance to programs serving individuals with HIV/AIDS or disabilities or those serving low-income families

Other support (30%):

  • Conduct web-based research on public programs
  • Contribute to reports with quantitative and qualitative findings
  • Assist in data collection and report production, including data entry and formatting
  • Other activities as needed

Required Qualifications:

  • Bachelor’s degree in the social sciences (with some coursework in statistics, economics, or mathematics)
  • Prior paid work experience
  • Excellent written and verbal English communication skills
  • Strong quantitative and analytical skills
  • Experience or coursework in statistics and/or statistical programming (e.g. R, SAS, Stata or SPSS)
  • Experience with Word, Excel, and PowerPoint
  • Demonstrated interest in serving marginalized communities

Desirable Qualifications (any of the following):

  • Familiarity with one or more of the following policy areas: health care delivery, long-term care, developmental disabilities, HIV/AIDS, or social services for children and youth
  • Bilingual in Spanish, Cantonese, or Tagalog

The position is ideal for someone seeking work experience prior to graduate school.

Senior Analyst – Policy Analysis, Program Evaluation and Technical Assistance

This position will focus in the areas of long-term care, developmental disabilities, HIV/AIDS, Medicaid/Medicare policy and child/youth and family services. The employee will work with an established team of researchers and analysts.

Example responsibilities:

  • Qualitative research including site visits, focus groups and interviews
  • Web-based research on public programs
  • Literature review
  • Technical assistance to programs serving individuals with HIV/AIDS or disabilities or those serving low-income families
  • Development of reports with quantitative and qualitative findings
  • Tracking of project deliverables and timelines
  • Proposal coordination and writing
  • Other activities as needed.

The mix of activities will be tailored to the skill set of the successful candidates.

Required Qualifications:

  • Master’s degree or substantial coursework in public health, public policy, social work, public administration, or related subjects (or Bachelor’s degree and at least three years’ prior work experience in health, disability, or HIV/AIDS care provision or policy research settings)
  • At least two years’ prior work experience
  • Familiarity with one or more of the following policy areas: health care delivery, long-term care, developmental disabilities, HIV/AIDS, or social services for children and youth
  • Excellent written and verbal English communication skills
