Project/Proposal Coordinator

Mission Analytics Group, Inc. (www.missionanalyticsgroup.com) is seeking a Project/Proposal Coordinator for our San Francisco office. This is a new position reporting to the president of the company.

Mission Analytics is a small, woman-owned health and human services policy research firm with federal, state and local government clients. Our staff of 17 includes researchers and analysts from a range of academic disciplines including economics, political science, psychology, public health, public policy and social work. We provide research support, policy analysis and technical assistance in the areas of developmental disabilities, HIV/AIDS and hepatitis C, Medicaid/Medicare policy, long term care, paid family leave and child/youth and family services. Our projects are connected by our mission to identify, support and improve effective programs to help vulnerable individuals live safe, healthy, meaningful lives in their communities.

Our work is conducted in teams of two to ten staff people on projects lasting a few months to five years, with staff assigned to multiple projects at a time. We seek an organized, adaptable and good-humored employee to assist the president in monitoring the completion of quality work on time and on budget across projects. The position will also organize and track the completion of technical and business proposals for submission to government agencies. The ideal candidate will take on additional responsibilities to allow the president to focus more on our core work. The mix of additional responsibilities can be tailored to the skills of the selected candidate.  

Core Responsibilities

As project coordinator, this position will: 

  • Work across project teams to track commitments to clients
  • Monitor timeliness of deliverables
  • Initiate and staff regular project director meetings
  • Create monthly or quarterly reports on project activities for projects without a dedicated project manager/coordinator
  • Track data use agreements
  • Ensure timely invoicing
  • Create reports and processes to improve oversight and coordination across projects.

Project coordinator activities are year-round.

As proposal coordinator, this position will:

  • Conduct careful reviews of requests for proposals to determine all required elements
  • Identify any inconsistencies or areas for clarification in requests for proposals
  • Create tools to track the completion of proposal elements and coordinate with staff to ensure that all materials are completed as needed for the proposal schedule
  • Assist in the maintenance of proposal resources, such as resumes and project descriptions
  • Create key visuals for proposals such as experience tables and organization charts
  • Conduct or manage final quality control review of proposals to ensure compliance with requirements, formatting, and presentation.
  • Other activities as needed.

Proposal coordinator activities must be completed on tight deadlines. These activities may occur year-round but are most intensive during July and August. 

Other Potential Responsibilities

Ideally, the candidate will also provide support in one or more of the following areas:

  • Prime contract, subcontract and teaming agreement review and tracking
  • Accounts receivable – creating invoices consistent with progress reports and contract requirements
  • Corporate policy development consistent with government contracting requirements
  • Facilities management – working with vendors and office administrator to manage purchase and allocation of furniture, computers, etc.

We recognize that few candidates are likely to have government contract experience. We are willing to provide training for motivated employees. We strongly prefer candidates willing to commit to at least two years with the company; there is opportunity to grow within the company.

Required Qualifications

  • Strong organizational skills and excellent attention to detail
  • Bachelor’s degree in business, accounting or similar subject area. Two-year degree will be considered with relevant work experience
  • Two years’ work experience
  • Excellent written and verbal English communication skills
  • Experience with Word and Excel
  • Ability to diplomatically manage up
  • Ability to adapt to an unstructured job and changing needs

Desirable Qualifications (any of the following):

  • Work experience with a government contractor or similar organization
  • Accounting and/or QuickBooks experience
  • Project management training

The position could be full- or part-time. Medical and dental insurance is provided to full time employees. All employees qualify for paid leave, holidays and company 401k contributions.

Research Assistant/Programmer (Entry Level)

Mission Analytics Group, Inc. is a non-advocacy government consulting firm based in San Francisco, conducting program evaluation, analysis and technical assistance in health and human services. We seek smart, highly motivated, highly adaptable employees to join our 17-person company. The employee will work with an established team of researchers and analysts.

This position will focus in the areas of long-term care, developmental disabilities, HIV/AIDS, Medicaid/Medicare policy and child/youth and family services. The employee will work with an established team of researchers and analysts.

Responsibilities:

Statistical programming and numerical analysis (70%):

  • Clean and restructure large data sets using statistical software (e.g. Stata, SAS)
  • Perform quantitative research and analysis in statistical and visualization software (e.g. Tableau)
  • Create and maintain Excel tools for automated data analysis
  • Provide technical assistance to programs serving individuals with HIV/AIDS or disabilities or those serving low-income families

Other support (30%):

  • Conduct web-based research on public programs
  • Contribute to reports with quantitative and qualitative findings
  • Assist in data collection and report production, including data entry and formatting
  • Other activities as needed

Required Qualifications:

  • Bachelor’s degree in the social sciences (with some coursework in statistics, economics, or mathematics)
  • Prior paid work experience
  • Excellent written and verbal English communication skills
  • Strong quantitative and analytical skills
  • Experience or coursework in statistics and/or statistical programming (e.g. R, SAS, Stata or SPSS)
  • Experience with Word, Excel, and PowerPoint
  • Demonstrated interest in serving marginalized communities

Desirable Qualifications (any of the following):

  • Familiarity with one or more of the following policy areas: health care delivery, long-term care, developmental disabilities, HIV/AIDS, or social services for children and youth
  • Bilingual in Spanish, Cantonese, or Tagalog

Senior Analyst – Policy Analysis, Program Evaluation and Technical Assistance

This position will focus in the areas of long-term care, developmental disabilities, HIV/AIDS, Medicaid/Medicare policy and child/youth and family services. The employee will work with an established team of researchers and analysts.

Example responsibilities:

  • Qualitative research including site visits, focus groups and interviews
  • Web-based research on public programs
  • Literature review
  • Technical assistance to programs serving individuals with HIV/AIDS or disabilities or those serving low-income families
  • Development of reports with quantitative and qualitative findings
  • Tracking of project deliverables and timelines
  • Proposal coordination and writing
  • Other activities as needed.

The mix of activities will be tailored to the skill set of the successful candidates.

Required Qualifications:

  • Master’s degree or substantial coursework in public health, public policy, social work, public administration, or related subjects (or Bachelor’s degree and at least three years’ prior work experience in health, disability, or HIV/AIDS care provision or policy research settings)
  • At least two years’ prior work experience
  • Familiarity with one or more of the following policy areas: health care delivery, long-term care, developmental disabilities, HIV/AIDS, or social services for children and youth
  • Excellent written and verbal English communication skills
  • Experience with Word, Excel, and PowerPoint

Desirable Qualifications (any of the following):

  • Familiarity with services for individuals with intellectual/developmental disabilities
  • Familiarity with Medicaid and other sources of public funding for health-related services
  • Familiarity with logic models and theories of change

  • Experience in program evaluation and policy research
  • Experience responding to requests for proposals (RFPs) from government agencies
